RBQM Raised the Bar. It Didn’t Define the CRO Model.

ICH E6(R3) raises the bar for clinical oversight but doesn’t define how CROs should operationalize it. The guidance calls for a proportionate, risk-based model in which quality is built into trials, oversight aligns with risk, and decisions are documented and traceable.

However, it stops short of outlining a standard operating model, CRO delivery framework, or consistent approach across studies and Sponsors.

This guide fills that gap, providing a practical, scalable operating model for regulatory-grade RBQM. Standardized, inspection-ready, commercially aligned, and designed to protect margins across sponsors, delivery models, and therapeutic areas.
